How to prepare a first WH-347
The WH-347 is an optional form, but covered contractors still have to submit weekly certified payroll information and an accompanying signed Statement of Compliance.
The safest workflow is to reconcile the wage determination and time records before anyone signs. The signature is not a substitute for reviewing classifications, hours, rates, fringes, and deductions.
Set up the project header
Use the contractor or subcontractor’s legal name, the project and contract identifiers, the complete project location, the payroll number, week-ending date, and every wage determination and revision that applied to the work reported.
Number payrolls consecutively beginning with one. If no work occurred in a week and the agency requires a no-work submission, follow that agency’s instructions rather than silently skipping the period.
Build worker rows from actual work
List the classification for the work performed. When one worker performs more than one classification, separate the hours by classification rather than blending the work into one row.
Use an individual identifying number such as the last four digits of an SSN or another worker-specific number. Do not place a full Social Security number on the form.
- Separate straight-time and overtime hours
- Show actual hourly cash rate and fringe treatment
- Reconcile gross pay, deductions, and net pay
- Keep apprentice registration and ratio support with the job file
Sign only after the packet reconciles
The Statement of Compliance addresses the accuracy and completeness of the payroll, the classifications, the wage and fringe amounts, apprentice status, permissible deductions, and payment of weekly wages. The signer should have knowledge of those facts.
