Classification conformance and missing classifications

A wage determination does not always list every classification needed for a project. The correct response is a documented additional-classification request, not an improvised mapping.

The contracting officer is central to the conformance process. Contractors should raise the issue early enough to avoid building estimates and payroll around an unsupported rate.

Confirm that the work is actually missing

Review the full wage determination, including multiple identifiers and footnotes. Compare the actual duties with local area practice. A different label does not necessarily mean the work is unrepresented.

Conformance is appropriate only when the requested work is not performed by a listed classification, the proposed classification is used by the local construction industry, and the proposed rate bears the required relationship to rates in the wage determination.

Route the request through the contracting officer

Use the agency process and SF-1444 where applicable. Document the proposed classification, duties, wage and fringe rate, interested-party positions, and the wage determination involved.

Until the issue is resolved, keep the affected workers and hours visible as a review queue. Do not present a candidate classification as an approval.
