Apprentices, helpers, and trainee documentation
A lower apprentice rate depends on more than a job title. The worker, program, classification, progression, ratios, and wage and fringe provisions all have to line up.
Helpers require their own analysis. A helper label cannot be used to create a discounted rate for work performed by a listed journeyworker classification.
Build the apprentice file before payroll
Confirm individual registration in a program registered with DOL’s Office of Apprenticeship or a recognized State Apprenticeship Agency, or confirm documented probationary eligibility where permitted.
Keep the approved program standards, registration, progression level, wage schedule, fringe provisions, and applicable apprentice-to-journeyworker ratio. Ratio compliance is evaluated under the program terms.
Check the work and classification
The apprentice should be performing work of the classification covered by the program. If program conditions are not met, the journeyworker rate for the work performed may become relevant.
If a helper classification is absent, do not substitute it by analogy. Review area practice and use the conformance process when a genuinely missing classification is needed.
